How to Get Rid of AthLib32.dll Error

I've tried several times to install a program, however, I always get a pop-up error "The file AthLib32.dll is missing." I've tried to download the AthLib32.dll file by myself. But I still got the same message. I don't know if I have done the right thing. Can anyone offer some help?
